Under House Bill 1305, it would be a class A misdemeanor for a physician to consciously perform an abortion because of gender of abnormalities. Dissent came from both sides of the political spectrum, with Rep. Gail Mooney (D) exclaiming that the constituents of North Dakota should not be expected to “foot this bill” and called on pro-abortion groups to take this matter to the Supreme Court.
