The fog around Hillary Clinton’s emails from Foggy Bottom is getting thicker.

In a news briefing Tuesday, State Department spokeswoman Jen Psaki told reporters she is “fairly certain” Clinton never signed a form required from other State Deparment employees certifying they have turned over all professional communications to the government.
