Bieber takes the honor based on partying with naked women, desecrating the Argentinian flag, stealing bikes, sleeping with hookers (allegedly), ripping on Bill Clinton, and his stupid hat at the Miami Heat playoff game.

As for Cyrus, was it the rapping, singing with a cat, her constantly being naked, twerking with little people, or the constant sticking out of her tongue that warranted her ranking? Perhaps it was her whole body of work.

This is the second honor taken home by Cyrus this year as she was already voted one of the creepiest celebrities of 2013.
