The people that knew him said that he was a ‘good guy’ and are shocked.
Kobiljon Matkarov, 37, of Maimisburg, Ohio, said that he met Saipov five years ago, and they bonded over their shared Uzbek heritage.
‘He is very good guy, he is very friendly… he is like little brother… he look at me like big brother,’ he told The New York Post…
…’My kids like him too, he is always playing with them. He is playing all the time,’ he said – but added that when one of the children asked to take a photo with him, Saipov refused. ‘He no like that. He said no,’ Matkarov said.
But not everyone agrees.

The manager of the Farm Boy Super Fresh Supermarket in Paterson said that Saipov was an ‘erratic’ and rude customer that berated the cashiers. In short, she says, he was a jerk.
‘Every time he came here he was always erratic or arguing with the cashiers,’ the manager, who did not want to provide her name, told The Post.
‘He would get angry very fast…. he would break the cans, dumb things,’ she said, adding that he was known for his rude behavior.’
‘I feel like he was prejudiced to the cashiers – whether they were covered or not in a hijab – he would belittle them,’ she told The Post.
‘He was talking good English, proper, but he would call the cashiers dumb, uneducated – how they didn’t know how to scan the items.’
He would also constantly complain about the price of soda.
‘Soda was the problem. He would come here and buy soda,’ she said. ‘He would give us a hard time on the 12-pack Canada Dry – if it was one price he would want his own price. It was always the soda, always a problem with the 12-pack of cans. Always a problem.’

That’s just dumb, and nothing compared to the pure evil that he committed yesterday.
The driver of a truck which mowed down innocent people in New York on Tuesday, killing eight and injuring at least 13, pledged his allegiance to ISIS before the attack.
Sayfullo Habibullaevic Saipov, 29, remains in custody in the hospital after being shot in the stomach by an on-duty NYPD officer at Chambers Street in Tribeca on Tuesday afternoon.
He was brought down after reigning terror for 17 blocks on the West Side Highway which he drove down in a rented Home Depot truck before crashing into a school bus.
After his vehicle came to a stop, he was seen running from the scene brandishing a pellet gun and paint gun before being brought down.
He refused to drop the fake guns and was shot.
And when they investigated, guess what they found?
Investigators who searched the truck afterwards found notes in which the 29-year-old Uzbek pledged his allegiance to the terror group.
One, reportedly written in English, said ‘ISIS lives forever’. Others in Arabic made similar pledges and remarks, it was claimed. There were also ISIS flags inside the truck.

They had known about him as a ‘possible associate’ of another suspected terrorist, but…
Saipov was on federal authorities’ radar, as a ‘possible associate’ of a suspect in a different counterterror investigation. But Saipov was never the focus of the investigation and a case file was never opened on him…
…After coming out of surgery, Saipov was interviewed and has showed no remorse. One source told ABC News that he seemed ‘proud’ of what he had done, and the New York Post said he was ‘boasting’. Investigators are also interviewing his wife.
This dude was proud of what he had done.
Let that sink in. He killed 8 people, and injured at least 13 others, a couple were children.
This guy is a monster.
Sources have also told CNN that they have found materials on Saipov’s computer showing he researched ISIS, but nothing to suggest he was in contact with the terrorist organization.
CNN also reports that Saipov may have planned the attack, since he appeared to know where he could drive straight onto the Hudson River bike path. There are blocks at a lot of entrance points to the bike bath to make sure that cars can’t get onto the path.
Investigators are now scouring his computer, his home, and speaking to everyone that knows him.
They have also found social media accounts with radical posts connected to Saipov, but none use his actual name.
Images of ISIS flags were found in his truck, as well as a handwritten note pledging his allegiance to the terrorist group.
CNN said that the note was written in English and found inside the truck. The New York Times said it was multiple notes found outside the truck, written in Arabic.
