Here’s What ‘Racist’ Trump Is Doing For Faith-Based Historically Black Schools

He’s going ahead with this plan because the OLD rules were unconstitutional. What a ‘racist tyrant’, he must be eh?

The Department of Justice has taken a look at a policy impacting the Historically Black Colleges and Universities… specifically, the FAITH-BASED ones.

The standing policy was that no federal funding could go to them on account of their religious affiliation. The DOJ took a closer look at that standing policy, in light of the Constitution.

They have announced their findings:

The restriction in 20 U.S.C. § 1066c(c) on the Department of Education’s authority to
guarantee loans for capital improvements at historically black colleges and universities
“in which a substantial portion of its functions is subsumed in a religious mission”
violates the Free Exercise Clause of the First Amendment.
The remaining restrictions in the statute can, and must, be construed to avoid further
conflict with the Free Exercise Clause. We thus read section 1066c(c) and 20 U.S.C.
§ 1068e(1) to deny loans under the program only for facilities that are predominantly
used for devotional religious activity, or for facilities that are part of an HBCU, or part
of a department or branch of an HBCU, that offers only programs of instruction devoted to vocational religious education.

Translating lawyer-speak to plain English:

The Justice Department recently determined a restriction on the Department of Education’s “authority to guarantee loans for capital improvements at historically black colleges and universities ‘in which a substantial portion of its functions is subsumed in a religious mission’ violates the Free Exercise Clause of the First Amendment.”

With that restriction no longer an obstacle, Trump is making those Historically Black Colleges And Universities eligible for funding.

He announced:

“Today, I’m thrilled to announce another major action we’re taking to protect HBCUs,” Trump said Tuesday at the National Historically Black College and Universities Week in Washington, D.C. “Previously, federal law restricted more than 40 faith-based HBCUs and seminaries from fully accessing federal support for capital improvement projects. This meant that your faith-based institutions, which have made such extraordinary contributions to America, were unfairly punished for their religious beliefs. Did we know that? Did everybody know that? Because it was — it was hap- — that was not good.”

“This week, our Department of Justice has published an opinion declaring such discriminatory restrictions as unconstitutional. It was a big step. And from now on, faith-based HBCUs will enjoy equal access to federal support,” said Trump.

It looks like Trump will have to go back and take some Remedial Racist classes if he’s ever going to live up to that reputation the Democrats are trying to stick him with.

And the President will have to take some kind of a similar refresher class on being a proper apostate, since he’s once again risen to the defense of free religious expression.

He’s not doing a very good jobe of living up to either of those labels lately.
