Does scripture command a good Christian to bow the knee and obey whatever dictate the government commands, no matter how aggressively godless it becomes?

Some Christians say that’s exactly what the text of Romans 13 commands the faithful believer to do when it says…

Every person is to be subject to the governing authorities. For there is no authority except from God, and those which exist are established by God. Therefore whoever resists authority has opposed the ordinance of God; and they who have opposed will receive condemnation upon themselves. (Romans 13:1,2 NASB)

That’s a bold claim. But are they right?

Or are they missing the point, and making the text say something Paul never intended it to mean when he wrote it?
