She’s laughing because really wants this project to move forward and isn’t buying his excuses.

Sure, he’s an unserious clown, but the joke’s on her, too.
She’s waiting for the left to deliver this bold electric future she’s been promised. She has no idea that the same environmentalists demanding a switch from fossil fuel and nuclear to wind and solar are making it impossible to supply the load her cherished electrified future would demand.
It’s hard to say which of the two we should laugh at. But if these two represent the decision-makers in America at the moment, maybe the joke’s not on them at all. Maybe it’s on the whole country.
